Spotify currently does not have it's own EQ function, and on other devices, tends to not use the EQ "built in" Equalizer. I imagine the Windows Phone 7 one works in the same way the iOS one would work, in that it only works with the first party developed music program.

[WP 7.5] WP7 Equaliser

Can anyone tell me if the spotify app for WP7 utilises the phones built in equaliser (Sound Enhancer) yet? Or offers its own equaliser? After listening to all my music with sound enhancer enabled t just sounded terrible through Spotify and I canceled my premium. I however am starting to get bored of the music on my phone and would like to get spotify again, provided I don't have to listen with flat, lifeless sound!

A real shame, but thank you for the reply. I shall keep my eyes peeled for news of spotify featuring its own equaliser before I reactivate my premium.
