CarPlay only scrolls to first 12 items while driving

I just had CarPlay installed and Spotify will only allow me to scroll to the first 12 items on any page while I am driving. Once I am stopped or parked the entire list becomes available.

This sounds like a connectivity issue. Does the same thing happen if your car is standing still, or in a place where you know you have good connection? If possible, try with another device and see if the same thing happens. Also check your connection settings to make sure there isn't any restriction on mobile data.
