A question about songs not available on Spotify

My Question or Issue

How come some decent/popular artists don't upload all of their songs and make them available? I really don't get it. SoundCloud are doing better and they have all the songs from the artists I listen to and yet Spotify that suppose to have larger library than SoundCloud don't have those songs available? Can you explain this?

Here is an example:

Krewella, an artists with over 2 millions followers, do not have the song Strobelights on Spotify, but the song is available on SoundCloud.

Spotify would love to have all the world’s music available to everyone. However, some artists and tracks aren't currently available. This is not always related to Spotify's end.
