That doesn't happen and seems to be deliberate. During a tidy up exercise, due insufficient space reports on the phone, I noticed that Spotify was using 1.8GB of space. This seemed mighty impressive as I'd deleted all my offline files. Something is not clearing down properly, having reinstalled the app, it's now sized at 8.2MB!
