Android MediaController and Streaming SDA

Is an application considered a Streaming SDA if it uses Android's native MediaController API (https://developer.android.com/reference/android/media/session/MediaController) to control playback?

The compliance tips list the following as streaming apps but it would be great to get a confirmation on the MediaController use case:

Streaming apps include:

Apps using Web Playback SDK to play music
Apps using our /v1/me/player/play endpoint to play music
Apps using the /v1/me/player/next endpoint where music could be next
Apps using the /v1/me/player/previous endpoint when music could be the previous entity
Apps using the iOS or Android SDKs to start, stop or modify playback of music
Apps using any other Spotify API or SDK to control playback of music or stream music

That sounds a bit weird. If someone makes an app using the generic Android APIs that doesn't have any direct connection with Spotify any more than any other media player, how can Spotify have control on e.g. that app's monetization options?
