I am able to redirect to spotify after clicking allow, I am getting

You cannot use localhost anymore. You should use 127.0.0.1 instead. You can read more about this change on this page.

Its working now..

Had some queries, when we need to test in staging I need to add the staging link in the redirect uri's in both spotify developer and in code?
ans also, in the free plan how much user will be able to access the spotify?

To keep everything running as expected, make sure the redirect URI in your code matches exactly with the one registered in your app's dashboard. Also, please note that a Spotify Premium subscription is separate from Spotify for Developers.

If you're planning to allow multiple users to access your app, be sure it complies with the Spotify Developer Policy, Terms, and Design & Branding Guidelines before submitting a Quota Extension request.

I am planing to build customer facing application, where the user case is for the users to log in to the app and connect to spotify.

Do I need to register to something, or how will be the process

I need to fetch the top tracks of the user, have implemented the redirect and callback uri's. But the gettop tracks and all are throwing 403 error

Also, currently my spotify devloper portal does not have a tab as Quota Extension Request. I only have Basic Information and User Management

As shown in the link the previous guy posted, you cannot request extended as an individual dev after may 15th
