Getting Client ID

My Question or Issue

I can’t figure out how to create an app or get my client ID anywhere. I have premium and I have never created an ID or app ever so the 1 ID per account rule doesn’t apply to me, being that I’ve never used it before. I don’t have the option to create an app and it seems that is the only way to get the client ID. I’m so confused?
