Does the Web API Extended Quota requirement apply to apps using only the App Remote SDK?

I'm building a running app that uses the Spotify App Remote SDK to control playback during a run (pause, resume, volume ducking for audio cues) but makes zero calls to the Web API during the actual app session.

The only potential Web API touchpoint I've identified is playlist creation at setup time, which I'm considering removing entirely so that users manage their own playlist and my app strictly uses App Remote SDK for runtime playback control.

My question: if an app never calls a Web API endpoint and relies solely on the App Remote SDK (with its built-in auth flow requesting only the `app-remote-control` scope), does the Web API Extended Quota requirement — including the 250k MAU and registered business entity criteria — still apply?

The quota mode documentation is framed specifically around "Web API Extended Access", which suggests App Remote SDK might follow a different path to production. But I haven't found a clear answer for the App Remote-only case.
