wrong scope specified in web API documentation

the scope for "Get User's Followed Artists" that is called for is "user-follow-modify".

that is strange as "get followed artists" should only require read privileges.

and sure enough, "user-follow-modify" scope raises an insufficient scope error, while "user-follow-read" does not, and works as would be expected.

please fix the documentation in regard to this issue.
