Is there a way to automatically add users to the "users and access" that i add in my spotify app. I want to run my code, and automatically add a user in the spotify dashboard app. Is this possible?

Ok or can a specific access token be created and retrieved when a user logs in, which can then be used to create playlists and add songs to playlists

The only way to let other users use your app is to request a quota extension.
