Why is the student plan not available to members in Quebec?

I've been looking to switch to the Spotify Student Plan (from a free plan) and I don't understand why said plan is not available to members in Quebec (Canada). I could not find my school within the list, nor was I able to add it? I don't think it's fair that I have no access to a cheaper plan just because of where I live and go to school. Every other plan is available to residents of Quebec, but the one that could save a student loads of money is not available. I would really appreciate if someone could help me or explain to me the reason. Thank you very much to whoever is reading this.

Unfortunately, Premium Student isn't available in Quebec at this time, but you can add your support to this idea to show that you're interested in the plan. There's no further info available on this, unfortunately.
