I would get premium and whenever i try to play my playlist it says i dont have premium

It can take some time for a premium activation to occur.

Go to account settings>manage subscriptions, does it show premium there?

Spotify should say 'Spotiy Premium' at the top.

Try re logging in or a reinstall of Spotify.
