You can save up to 3333 tracks on an iPod Touch with the Spotify app. To do so, create playlists and make them "available offline" on the iOS app on the iPod Touch.

You can't save music on other ipods or MP3 players.

Adding to what Stupify said, downloading a playlist to a mobile device or computer with Spotify, including an iPod Touch, requires a Spotify Premium account.
