I have a premium subscription, I just want to know if I am syncing the playlists for offline listening on my phone, I would be downloading the songs again on my phone or will it be transferring the songs over WIFI?

It will be downloading those tracks directly from Spotify servers over the internet.

As Peter said, it will be downloading them from the Spotify servers. Spotify locks the downloaded tracks to each device, so even if you could transfer them via the WiFi connection, they wouldn't work as your mobile wouldn't have the same identifier as your computer.
