The availability of music on Spotify is up to the artist and their music label.

When it comes to anime theme songs, you often have a lot of songs from the artists but not the one that most people want. Example, Rip Slyme does the Gantz serie theme song Super Shooter. You have a lot of songs from Rip Slyme, but not the song that made them known outside of Japan.

Suggestion: If it's a question of deals with record labels, establishing a source for users to send request would be a great negociating tool for Spotify.
Making it visible to all on your web site. It would help convince the labels of the exposure their artist would get through your medium.
And would be an interesting feature for the spotify community.
