The artist's radio will start working when the 'Fans Also Like' section appears on the page, as it will get composed based on artists appearing under that section.

If you'd like to learn more about the Fans Also Like section, this is a good place to start. 🙂
(it's a FAQ primarily meant for artists, but it contains useful info for listeners too)

I can't really tell when he would get this 'Fans Also Like' feature. It should happen once enough people start listening to his music, while also keeping on listening to other music.

It's an interesting feature by the way - I found there's a blog article on how it works.

It compares how many fans two artists have in common and the higher the percentage, the closer the algorithms deem the artists.
It also looks for mentions of the artist and probable similar artists on other platforms, so I would also recommend your brother to reach out and promote his content more. 🙂
