Hello,

Why some albums are not available in our Ukrainian region? As example
Neurosis - Through Silver and Blood
Neurosis - Times of Grace

There are many more examples.

Does it mean that that second-rate or unworthy people live here?

Those two albums you pointed out are unavailable in my region too (I'm in Northern Europe). But even if they were unavailable in Ukraine only, it wouldn't be because you're deemed second-rate or something. : )
This sort of things are always tied to changes in licensing or distribution among other decisions made by artists / labels. When an artist decides to change distributors, the affected albums become unavailable for some time. When there's some other change needed to be done, the affected music becomes unavailable, and artists always have the right to take down their music when they feel the need.

It's just the everchanging nature of streaming services.
