Hello:

I am going to go out on a limb, and say that maybe the song is being used in a commercial is why it is not on Spotify? Songs used in commercials are usually exclusive use type of deals, unless it is a previously released song from the past being used in a commercial which tends to be a different set of release options then.

From the same Youtube posted video from the artist on Youtube:

"SPECIAL REQUEST: Is the song on TV in your country? Please let me know when and what channel! Thank you so much for all your wonderful comments, it really makes me so happy!"

The artist is asking where this song in the commercial is showing up in which Countries.

Maybe some time down the road after the commercial runs are finished, the artist will be able to release the song everywhere officially?

It seems as if the artist themselves decided to opt-out of Spotify for some reason.
