Low bitrate for some music, why?

My Question or Issue

One of my favorite bands is Swingout Sister. Most of their music on Spotify is in a lower bitrate, which is very puzzling. I cannot imagine this is a licensing issue. How can we get something like this resolved?

The availability of music on Spotify is up to the artists and their music label.

If the music is low quality, the artist or their music label may have decided to upload it like that.

But do we know this officially and why can't we paying users access a Spotify rep to answer these questions?
