Do I need Premium to use Local files on my devices?

There are songs that are not on Spotify due to agreement with the label. I want to add them to my Spotify but I’d like to know if there’s a way to do it without premium.

Yes you would need a Premium subscription in order to use local files on your mobile or tablet device, but not your desktop. More information on this here.
