Post flooding detection algorithm is flaky

I've had this happen to me several times now:

I'll try to start a post in Community. I'll write the post and attempt to submit it. Sometimes, there will be some sort of validation error. I will fix that error, and re-submit it. Suppose there is another validation error, I will correct that, and again re-submit. However, this time, I'll get an error that claims I'm trying to post flood. Which isn't true. Your post-flooding detection is bugged. It should only count posts which actually got past validation and were actually successfully submitted.

I want to say that I received the exact same message as him and I don't know how to fix it.
