Unfortunately, this feature is not currently available on desktop. You can block/hide artists and tracks using the three dot menu on mobile devices, but this is not something that is currently tied to your account. In other words, if you hide a track on your mobile device, it won't play on there, but it can still be played on desktop, web player, or Spotify Connect enabled devices.
