Crackling Audio

Whenever I use Spotify on my laptop, I notice that the minute I leave the desktop app and go to another app (mostly Chrome or Discord), my audio gets all crackle-y. It's not too bad that it's hurting my ears or anything, but it's annoying because I am unable to listen to a minute of a song without hearing a bit of crackle whenever I'm on another app.

I don't know how to fix this but I've tried all manner of suggestions I've found (restarting laptop, restarting app, reinstalling app, adjusting speaker settings, etc.) and nothing seems to work. I'm not very tech-y so if your solution requires a lot of work, I may need overly written out steps, but I'd appreciate any and all help.

Is this on all devices or only on the laptop? Is that using Windows or Mac?
When did this start happening?
Does this happen with any content on Spotify
A video of the behaviour
