Just curious, what is the grayed out icon between the playlist icon and the volume icon, and how do I make it active?

i assume you mean the middle icon here?

if so, that is the Spotify connect button, which requires multiple active devices - you can choose to play from another device!

My Chromecast is on the same Wifi that Spotify is playing from; it is still grayed out.
