Missing the DW heart feature?

A while ago a friend of mine sent me a screenshot of Spotify. I immediately noticed the heart feature on his Discover Weekly playlist. I've never had this feature and it's not because of the version, we both updated and I am still missing the feature while he still has it. Why am I missing this?

This isn’t solved if Spotify is testing a feature that isn’t helpful?
