Same problem here for both windows 10 and windows 7 after what i'd guess to be last update (1.0.72.117.g6bd7cc73).

In my case i can't even uninstall it, giving me an immediate crash.Instead,I had to delete the folder from the AppData/Roaming folder.

I fired up a new windows 7 virtual machine and funnily enough it works, though i'm not sure i'd reinstall my both OS'es for (what is seems to be) a bugged build.

The fix from this thread https://community.spotify.com/t5/Desktop-Windows/Spotify-first-run-keeps-loading/td-p/4362943 seems to do the trick for the moment.

could you please send your OS, Spotify version not working and ISP?

And is the error happening to other devices in the same network?

Also you should try to install your Spotify from another internet connection when you're able to 🙂
