Windows app not recognizing other devices

I have Spotify playing via my bluetooth headphones on my phone at work, but I would like to change the song through the computer ( native Windows application ) once in a while.

When I open the app ( or even the webapp ) the spotify on my computer does not recognize that the account is already playing on my phone. I can literally play songs on both at the same time for hours.
Phone and laptop are both on the same network, and are both logged in with the same user. If I'm not mistaken it worked a few weeks back this one time. Since then I keep trying every day without success.

When I play spotify on my phone at home and push it to another device ( smart TV ), it automatically starts playing. When i switch songs on phone or TV both sync up perfectly..

( Funny when it says 'Start Spotify on another device and it will magically appear here' when you click to connect a device. Guess the Spotify magic is out of stock.. )
