After updating desktop PC to 1.0.80.474.gef6b503e version last.fm stopped saving scrobbled tracks.

Got solution from twitter support: Hey there, help's arrived! Can you head to https://spoti.fi/1EpUOba > Settings > Applications > Connect (Spotify Scrobbling NEW) and let us know how it goes? /LS

Yeah, you need to connect Spotify to your Last.fm account from Last.fm application settings at https://www.last.fm/settings/applications.

Connecting from Spotify client doesn't seem to do the magic anymore.

Every now and then you have to go to the settings, disconnect from last.fm account and re-connect. I know it is bothersome but for me every time it fixes the scrobbling.
