[Desktop] Scroll Bar Bouncing Around

My Question or Issue

If the scroll bar slider is moved to a certain place on the entire bar, then it will bounce around and act as if it doesn't want to move.

Sorry to hear you're having trouble with this. Does logging out and back in make a difference? If not, try a clean reinstall to see if it helps.
