Spotify skipping glitch

My Question or Issue

Ok so i use spotify almost everyday, however a few weeks ago i was listening to music while gaming, and when i hit shift my music would spazz out, going to the next few songs. confused i restarted my spotify/PC. no fix. sometimes ill leave my PC on all day and use my phone when i commute and it happens on my phone as well. when it spazz's out, i cannot skip, i cannot select specific songs, im stuck on that one song in that playlist. Now to note, this only happens when my desktop is on. Whats funny is, as im typing this, my music is spazzing out everytime i hit shift or control keys. Now for the troubleshooting. I have done the reinstall, Ive actually fully reset my system. I've signed out of my spotify windows 10, and still no fix. i havent gone to support as im sure an email correspondence will just be, did you reinstall the application, is there anything running in the background? like yes, too much to count.

EDIT: Side buttons on mouse are now skipping, and i have no control whatsoever of spotify. Also while typing this, if chrome is running, i can skip but my shift and control keys will still skip. Also i turned it off but, when i had the windows notifications where the music would pop up in the top right, while in spotify it would close, out of spotify it would stay there like... static to my screen, wouldnt disappear.
