Can't change icon

I've never had a problem with this before but now I can't change my icon. I'm not really liking my icon and I'd like to change it however when I hover over my icon nothing comes up, I've tried uninstalling and reinstalling but nothing has worked yet for me. I can't change or remove it. Is this a glitch or an update or just my computer being weird? Will we get this option back?
