    <description>&lt;P&gt;(I'll probably be crossposting this to both the Spotify community forums and Windows Feedback Hub)&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;Plan&lt;/STRONG&gt;&lt;/P&gt;&lt;P&gt;Premium&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;Country&lt;/STRONG&gt;&lt;/P&gt;&lt;P&gt;Singapore&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;Device&lt;/STRONG&gt;&lt;/P&gt;&lt;P&gt;ThinkPad X250&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;Operating System&lt;/STRONG&gt;&lt;/P&gt;&lt;P&gt;Windows 10 Pro, Insider Preview 20H1 build 19002 (issue also existed on 18999)&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;My Question or Issue&lt;/STRONG&gt;&lt;/P&gt;&lt;P&gt;For a few days, I was unsure as to why my PC had been stuck on "Restarting" or "Shutting down" when I try to restart or shut down respectively. As I'm a Windows Insider member, I initially thought this was an issue with Windows, and the problem was so bad that I couldn't update, but then I can't remember what I did, but it was finally able to update.&lt;/P&gt;</description>
