No Setting for Local Files

The instructions for connecting/syncing local files seem super simple, but on my wife's Windows 10 desktop "Local Files" doesn't even show up in the Settings menu (see pics). I created our family account and if I go to the desktop app on my Windows 10 laptop I can see the setting and that it's turned on. She's using the same version, same OS and same family account, but no option to turn on local settings.

I have the same problem. I need access to my local files! Please downgrade me to the non-broken version.
