[Desktop] Fix Low Volume Issue

Using my computer, if I lower the volume via Windows, everything is fine - the volume simply gets lower. Doing a little research I found out that the volume change is digital, and will degrade your audio's bit depth.

The first(left) clip is low volume normalized, and the second (right) clip is 100% volume and also normalized (see link)

I've also attached an image that shows the difference in the output based on simply changing the volume.

When will this be fixed?

Please note the issue is using SPOTIFY volume control. Windows volume control is fine.

I've noticed this too. Low Spotify volume with high Windows volume sounds much worse than the opposite.
