So if I download my playlists then can I listen to them when I don't have service and will it continue to use data off my plan when playing the downloaded music.? Or just when I play radio or other songs I haven't downloaded.? Thanks.

No.

To listen to a playlist outside of the Spotify ecosystem you would need to purchase those tracks seperately.
