So if I download my playlists then can I listen to them when I don't have service and will it continue to use data off my plan when playing the downloaded music.? Or just when I play radio or other songs I haven't downloaded.? Thanks.

Technically it shouldn't use data when listening to downloaded tracks even when you do have service. However, see this thread http://community.spotify.com/t5/Mobile-Android/Android-app-using-too-much-data-Post-details-here/td-p/116042

No.

To listen to a playlist outside of the Spotify ecosystem you would need to purchase those tracks seperately.
