Cannot connect to the internet on android

My Question or Issue

I cannot connect to the internet in the app unless I am on wifi . I receive the message 'No internet connection available'. I have tried 4g, 3g, VPNs (different countries as well as my own). The only time I get internet connection on Spotify is if i uninstall and reinstall then I have a connection, but if I close the app(not clear it from the system tray) and reopen it won't connect anymore and I have to reinstall. I have tried logging out and back in several times and still no luck. I have been downloading the songs to offline and I can listen to them that way but I don't want to have to download everything I listen too.
