Can't toggle 'Download using cellular'

My Question or Issue

Like the subject says, I can't select the 'Download using cellar' option ie. it is permanently set to off. Any help greatly appreciated. Have got downloads set to save on an sd card - with plenty of free storage (>15gb)

spotify has been having some problems with some things like facebook. my friends phone was doing the same thing it turned out to be her app so i dont know if unstalling and reinstalling will work but try it.

I know this sounds obvious, but would you mind restarting your device and performing a clean reinstall by following the steps outlined here?

Could you also toggle your mobile data on and off in your phone's settings? Alternatively, you can switch Airplane Mode on and off.
