Spotify on the linux is running (not playing songs necessarily) all the time but the phone can't detect it unless I start music on the pc by hand. It gets even funnier when I have 2 linux devices and the phone cannot detect both simultaneously - it sees only the one that played music by hand last (or not sure really). PCs don't see each other at all and I can listen to different songs on both devices simultaneously.

If developers are interested, some update:

It seems that my laptop detects the other PC when it plays music but it thinks it is the laptop (though it clearly doesn't play music) . . .so if I had to guess I'd say that some part of your code accepts a worldview when only one pc device is possible per user 😄 . . .
