Note9 spotify issue offline not able to reconnect

I have to constantly uninstall and reinstall spotify due to me setting it offline when I'm not in wifi service and keeps asking me to log back on spotify but states I cant due to being set as offline ... in wich I cannot change the setting as it wont let me log back on to the app... 3 to 4 times a week getting useless to get premium when I cant even use it. I have uninstall reinstall rebooted my phone cleaned my cookies not sure what else is there to trouble shoot at this point
