First, does restarting the device make a difference? If not, could you try a thorough clean reinstall of the Spotify app following these steps?

If you're still having trouble, try using a different network connection if available (WiFi preferred), and make sure no VPN's are active on the device or for the app. You can also send me a screen recording of what's happening exactly when trying to load your playlist and song (make sure to hide sensitive info when posting to the Community).

Well , PCCW in Hong Kong finally solve the route problem to Fastly CDN

Now the image load pretty fast.
