The Spotify widget should be available with all the other ones on your mobile device.

You can follow this Samsung support page for more steps on how to add or remove widgets on Samsung Galaxy Note9.

If you're having troubles with the widget, I'd recommend trying a clean reinstallation of the Spotify app.
