[Android][Your Library] Local files not downloading on PC or Phone.

Hi, I'm trying to play local file songs on my Samsung but it's not working. To list all the things I've done, I've reinstalled spotify on both devices. I'm using Spotify from the microsoft store too. Both devices are connected to the same wifi.

The problem is, I can play the songs on my laptop but I can't download it on my laptop. I then added the new songs to a new playlist and I can't play the songs on my samsung. I tried downloading it too but it's just greyed out and shows a ! symbol under it.

Is it because I downloaded the songs through youtube to mp3? That can't be the problem can it.
