Hi I want to write an android app which has access to your downloaded playlists and organize the songs in these playlists by album or artist. Is there already something like that or if I'm successful is it legal to upload it to the play store? I don't want to get any trouble because of some kind of copyright problems.

You won't be able to do this, since Spotify stores its offline content in an encrypted format meaning there is no way your application could read or open to my knowledge (to prevent piracy).

Yes, it would also be in breach of Spotify's terms of service.
