Can you help me understand this situation a bit better.

On the free account, users are unable to skip more than six tracks per hour, I don't know if this could be your issue?

Or, playback controls are not showing up on your locked screen. This would be a case of notifications being hidden on the locked screen. You could fix it by heading over to the settings app in your device and changing the notifications so that they allow the controls bar to show up without necessarily exposing your sensitive info.

If your issue is neither of these, could you explain it a bit further and include screenshots.
