Spotify pausing in random intervals

My Question or Issue

Spotify has been pausing consistently every 30-40 seconds. I have cleared cache from both devices, uninstalled reinstalled the app, logged out of all devices, changed password, toggled power saving mode on my android device, this problem persists happens regardless of weather my phone or device is awake (screen is active) or asleep (screen off). I have reduced CPU usage on both android and PC to see if there was any difference in effect, there was none problem persisted. However whenever I play a downloaded track and I disconnect my device from any internet connection Spotify will play my track uninterrupted, Spotify's Ai Dj will also have all of its tracks played uninterrupted despite being connected to the network. these symptoms are consistent on the Android, windows 10 PC and a google home mini.

When did this start happening?
The exact makes, models and OS/Firmware versions of all your affected devices
The exact Spotify Versions you use.
Do any devices appear in the Connect list whenever this happens?
Screenshots or a video of the behaviour
