After I remove podcast it plays offline automatically after downloaded podcast causing high mobile uesage

Can you please explain in more detail what's happening on your end (ideally send us the exact steps to reproduce it) or share a short video of the issue so we can better understand it? Also, make sure to provide your device's model, OS version and Spotify version.

Note that offline/downloaded content is still streamed unless you've enabled Offline mode in your app's settings or you've disabled your device's internet connection.

I think you don't close the app properly which keeps playing in the background but you think it is closed. when i was listening
