Hi there
If I upgrade to Spotify Premium can two devices use one account at the same time? Because I'm seeing with Spotify free you cannot use one account at the same time on two devices my dad and I tried to play at same time but it just kept on pausing one of ours

Welcome at the Spotify Community!

Unfortunately you can't listen to music from 2 devices at the same time. You'll have to get another subscription for that, or you may try the new Spotify family plan when it's available in your country.

Okay do you know if its available in Canada yet? And would it be cheaper than getting premium for each account? Also is it out for USA?

I think it isn't available yet in Canada/USA as both websites are saying 'coming soon'.

The family plan will be cheaper. Family plan, 1 account $9.99, and additional accounts (up to 4) for $5/account.

Two normal premium accounts are 2x $9.99.

Fyi even on a premium account you can't use 2 devices at the same time. Licensing rules.
