Random stuttering

OK so for the last few versions I've been getting a random stutter on mobile whether I'm using online or offline mode, tried fresh install of Android fresh install of Spotify, nothing seems to be helping, anyone else experiencing something similar know a potential solution?

Are you having this issue with local tracks, all tracks or a few tracks?

All tracks saved and streamed also forgot to include
Phone: Note 3
Firmware Kitkat 4.4.2 and cyanogenmod(old still had issues)
Been rooted and non rooted currently rooted though
