Sync over Cellular not working

Hi, I'm using Spotify Premium on latest Android app and it tells me to enable 2G/3G syncing to download my songs. This option doesn't exist. Sync over Cellular is On. I do not have Wi-Fi, I don't have Internet access besides my Unlimited Data Plan. Am I screwed? Is this supposed to happen, on purpose?

It seems to have fixed itself, even though the option had always been on it had to complain about it first, then after a while and some relaunching it decides to download, which caused it to crash and then after the next relaunch and not using the app, only letting it download so it won't crash, finally finished all the downloads.

I keep getting asked to turn on sync over cellular. I have the latest Spotify app, and there seems to be no information about what this is. Spotify is not restricted for downloads in any of my settings.
