As long as they have Spotify accounts and are on bluetooth. Then they could all join a kind of like group where then the radio station could pick the best music based on the groups common tastes. It could be handy to usr in groups of 2 - 100+ you could even set it to mix (1 song I like, 1 song they like, etc) or match (only songs we both like).
